Santa Barbara County · Official resources

The Permit Navigator.

Three jurisdictions, three different permit doors. Choose yours to open the official resources — every link goes to a government portal, marked as such. We do not look up permit statuses and we do not scrape these systems; the agencies are the authority.

Step zero

Confirm the parcel's jurisdiction first.

The city limit runs through neighborhoods that look identical from the street, and a mailing address that says "Santa Barbara" can still be county territory. Three checks, in order, settle it:

  1. 01

Look the parcel up on the county's survey map

The County of Santa Barbara publishes a public parcel and survey information map. It shows parcel boundaries and recorded survey data for county territory — a strong first indication of whether an address sits inside or outside the city line.

  2. 02

Cross-check against the city's permit guidance

The City of Santa Barbara's permit pages describe which application types the city handles. If the parcel is inside the city limit, the city's Accela portal — not the county's — is the record of your project.

  3. 03

Confirm at the planning counter before designing

Maps inform; counters decide. The city or county planning counter confirms jurisdiction, zoning designation and the review path for a specific parcel — the answer a budget and schedule can actually be built on.

A map result is a starting point, not a determination: tax parcels are not confirmed legal building sites, and only the responsible planning counter confirms jurisdiction, zoning and review path.

Step one

Which jurisdiction is the parcel in?

Not sure? A parcel address alone cannot determine jurisdiction, eligibility or requirements — the county and city planning counters confirm it. All three panels are below either way.

Official portal

City of Santa Barbara Accela Citizen Access

Official external resource

The city's official portal for permit records, plan check status and inspections. Some functions require a free account.

Before you assume

  • Design review (Single Family Design Board, Architectural Board of Review or Historic Landmarks Commission) may apply before building permit review.
  • Historic status and El Pueblo Viejo district rules are checked with the city — they change what may be altered.
  • Portions of the city lie in the Coastal Zone; a Coastal Development Permit can apply in addition to city review.

City of Santa Barbara — Community Development

All permit applications must be submitted through ACA (Accela Citizen Access), and you must have a username and password before you apply.

Limit: Establishes the city's mandatory submission channel only. It does not establish that any particular project is approvable, and it applies inside the city limit only — never to Montecito or Hope Ranch parcels.

City of Santa Barbara — Accela Citizen Access

The city's online portal for permit records, plan check status and inspections inside the city limit.

Limit: Permit records reflect what was filed, not what is approvable. This portal does not serve unincorporated parcels — those use the county's separate SBCO system.

  • Local Coastal Program area mapsVerified against source · 2026-10-23

    California Coastal Commission

The Commission's published Local Coastal Program area maps, including Santa Barbara, identifying where certified local coastal programs apply.

Limit: Whether a specific parcel sits inside the Coastal Zone is a parcel-level determination made with the city or county — the map orients, it does not determine. A Coastal Development Permit can apply in addition to local review.

  • Fire Hazard Severity Zone viewerVerified against source · 2026-10-23

CAL FIRE — via California Open Data

CAL FIRE's published Fire Hazard Severity Zone viewer for state and local responsibility areas.

Limit: Hazard-zone mapping informs design and review scope; it is not a permit determination and does not by itself establish what may be built on a parcel.

Official portal

Santa Barbara County Accela portal (SBCO)

Official external resource

The county's official portal for unincorporated areas. 'SBCO' here is Santa Barbara County — not San Bernardino County's similarly named system, which does not apply.

Before you assume

  • Exterior design is reviewed by the Montecito Board of Architectural Review as part of the county process.
  • Fire and debris-flow hazard mapping can condition geotechnical, drainage and defensible-space scope.
  • Lower Montecito parcels can sit in the Coastal Zone — a parcel-level determination made with the county.

Limit: A map result is a starting point, not a determination: tax parcels are not confirmed legal building sites, and a postal address never establishes jurisdiction. The planning counter confirms.

Limit: PENDING REVIEW: the official page is script-rendered and its effective-date text could not be re-verified on 2026-10-23. A July 2026 effective date for the updated code has been reported but is NOT confirmed here — treat the effective date as a research question for the county planning counter, and never cite a specific section number from this record.

Official external resource

The county's official portal for unincorporated areas, including Hope Ranch. 'SBCO' here is Santa Barbara County — not San Bernardino County's similarly named system, which does not apply.

Before you assume

  • Hope Ranch adds a private association review (architecture, landscape, road access) alongside the county permit — an independent process.
  • Bluff-top parcels carry geotechnical and setback analysis that define the buildable envelope.
  • Equestrian easements and private-road rules can constrain siting and construction logistics.

The honest fine print

What a navigator can and cannot tell you.

A parcel address alone cannot determine eligibility, zoning, overlays or requirements. Jurisdiction, zoning and review path are verified with the responsible agency — the city or county planning counter — before any schedule or budget is believed.

The official portals may require an account for some functions, and permit records reflect what was filed, not what is approvable. RSA does not scrape these systems and does not represent permit statuses here.
