RSA Development

Beverly Hills · Los Angeles

Design, permits and construction for Los Angeles homes.

Residential design, permitting and construction organized around the property, the approval path and the work that can actually be built.

ADUs, custom homes, additions, remodeling and complex sites across Greater Los Angeles. Background image: concept study, not a completed RSA project.

How a project starts

  1. Choose the city and project

ADU, custom home, addition or remodel — the city decides which office reviews it.

  2. Add the address if you have it

Optional. It sharpens the agency list; it never replaces your city choice.

  3. Talk with the office

Review your brief, then send it to RSA in Beverly Hills. Nothing is sent without your confirmation.

Why it matters

A mailing city or ZIP does not decide which rules apply; every later step depends on the right authority.

Built around the site

Complex conditions deserve an integrated response.

Slope, access, existing structures and local review can reshape a project. Addressing them early connects design ambition to a buildable path.

How the work moves forward

A disciplined sequence, with decisions named before the work is treated as fixed.

Scope, contracts, consultants and agency decisions are project-specific. RSA does not guarantee permit outcomes or generic timelines.

  1. 01

    Feasibility

We study the site, planning constraints and project goals before design commitments are made.

  2. 02

    Design

Architecture, engineering and material decisions develop against one clear project brief.

  3. 03

    Approvals

The submission, corrections and agency coordination stay connected to the original design intent.

  4. 04

    Construction

Field work, selections and quality control are managed through one accountable team.

  5. 05

    Closeout

Inspections, documentation and the final walk-through are completed before handover.

Project questions

Clear answers before you begin

Start with practical guidance on feasibility, approvals, timing and the design-build process.

  1. What does an ADU cost to build in Los Angeles?
A useful budget starts with the property, proposed size, site access, utilities, structure and finish decisions. General square-foot averages can hide major site and approval work, so RSA organizes known scope, allowances, exclusions and unresolved risks before presenting a property-specific range.
  2. How long does the entire process take, from contract to keys?
The sequence includes feasibility, design, technical coordination, agency review, corrections, construction, inspections and closeout. Duration depends on the jurisdiction, property and scope; a responsible schedule identifies those dependencies instead of promising a generic completion date.
  3. Do I need to live in the primary house to build an ADU?
Generally no. Government Code § 66315 prohibits local owner-occupancy requirements for ordinary ADUs; § 66341(c)(3) has a qualified-buyer separate-sale exception. For JADUs, § 66333(b) requires owner occupancy when sanitation is shared, subject to statutory ownership exceptions; independent sanitation changes that rule.
  4. Will building an ADU reassess my property taxes?
Property-tax treatment is determined by the county and the facts of the improvement. Review current guidance with the Los Angeles County Assessor and a qualified tax professional before using any estimate in a financial decision.
