Government Code § 66317 requires a written completeness determination within 15 business days. For a completed ADU application on a lot with an existing dwelling, the agency then has 60 days to approve or deny. A concurrent new primary dwelling may delay that decision, and applicant-requested delay tolls the period. These are decision rules, not an all-in permit guarantee.

Scope decisions that add review
  • A new driveway, changed parking layout or work near the public way must be shown on the site plan. Decide early whether access or frontage work belongs in the application.

  • The residential submittal requirements call for additional records in hillside and Trousdale areas. A topographic survey, grading conditions, retaining work and emergency access may need to be resolved before the site plan is complete.

  • Under the city's ADU rules the unit cannot be sold separately from the main house, and rentals are limited to terms of 31 days or longer. If the plan was a short-term rental, the plan needs to change.

  • Panel size and the utility's answer on a service upgrade are not known from the drawings. Ask for it in writing.

  • Where the lateral runs and whether gravity drainage works for a rear unit; a pump changes cost and maintenance.

  • Mature trees near the building footprint can move the unit. Confirm protection status before the footprint is fixed.
