An ADU permit calendar cannot be read from a mailing address or reduced to one Los Angeles average. First confirm whether the parcel is in the City of Los Angeles, the City of Beverly Hills, unincorporated Los Angeles County or another incorporated city. What the California clock actually measures
Current Government Code § 66317 requires ministerial review without a discretionary hearing. The permitting agency has 15 business days after receipt to determine whether an application is complete and provide written notice; an incomplete notice must identify missing items. A resubmission receives another completeness review. If the agency misses that completeness deadline, the application is deemed complete for this section.
For a completed application on a lot with an existing single-family or multifamily dwelling, § 66317 requires the permitting agency to approve or deny within 60 days after it receives the completed application. If the applicant requests a delay, the period is tolled for that delay. When an ADU is submitted with a new primary dwelling, the agency may delay the ADU decision until it decides the primary-dwelling application. These are legal decision rules, not a promise that design, consultant work, utilities, fee payment, referrals, issuance or construction will fit inside one all-in calendar.

A postal city is not a permit-authority determination. Confirm city limits or unincorporated status before using a portal, checklist or ordinance. Beverly Hills Post Office addresses can be inside the City of Los Angeles, while an address using a neighboring city name can be in unincorporated County territory. Phase 2: define scope and assemble documents
Document the proposed ADU type, existing structures, property lines, easements, setbacks, access and known utility routes. Add the drawings, energy documentation, structural work and site reports called for by the responsible agency's current checklist. A preapproved plan does not eliminate the site-specific plot plan or every other review. AB 1332 and Government Code § 65852.27 govern local preapproved-plan programs; they are not the source of the general 60-day rule.
Phase 3: submit and preserve the completeness record
Submit through the responsible agency's current channel. Keep the receipt, application identifier, uploaded set and every written completeness notice. The date an owner sends files is not necessarily the date a completed application is received for § 66317. If the agency identifies missing items, answer the list and preserve the resubmission record.
Phase 4: answer written corrections
Create a correction log that pairs every agency comment with the revised sheet, consultant response and resubmission date. City of Los Angeles materials direct electronic corrections through the identified ePlan channel or the same office that performed plan check. Other jurisdictions use their own systems. No official source reviewed supports a universal first-review average or a fixed number of correction cycles.
Phase 5: clear referrals and reach issuance
Plan approval and permit issuance are not always the same event. Use the active agency record to identify required referrals, outstanding fees and conditions. Unincorporated Los Angeles County, for example, uses a property-specific agency referral sheet. Do not assume every property needs the same utility, fire, planning, public-works or district sign-off, and do not add fixed weeks for hillside, historic or fire conditions without a written agency schedule for the actual project.
